ISEND

Special Education Needs and Disability Legislation (ISEND)

The government has made changes to the way support is given to children with special educational needs in England. The changes are in the children and families act, which became law in September 2014.

​These are some of the main changes and are available to young people from birth to age 25, as long as they remain in education.
  • An education, health and social care (EHC) plan will replace the statement of special educational need, and will cover young people from birth to age 25.
  • Parents and young people can request a personal budget to buy additional support detailed in their support plan.
  • Local authorities must produce a 'Local Offer' of education, health, social care and leisure activities it expects to be available in the area for children and young people up to 25 years.

​SEND Decision Making and the Law Resources

In January and February 2017, workshops were held across the Country to assist Local Authorities (LAs) in interpreting and applying the legal requirements of the Children and Families Act 2014 to some of the key decision points. These were led by the DfE SEND Adviser team and IPSEA, facilitated by Mott MacDonald. All resources that were either used or referred to across the workshops are available to download from the link above.


​Developing and Implementing an effective transfer review process

This booklet is based on the comment and experiences of a large number of Parents and Carers from across the south east, who took part in events and surveys in the summer and autumn of 2014.

Children or young people with special educational needs (SEN) should receive SEN support and should have an SEN support plan.
The SEN Support Plan may be a one page document, for example an Assess, Plan, Do, Review sheet or it may need to be a longer Additional Needs Plan.Talk to the Special Educational Needs Co-ordinator (SENCO) about which kind of plan would be best.
